A friend from Maryland just told me that the Baltimore mayor who just got elected governor is sort of the model for Carcetti.

No doubt that's true, however Carcetti's story line resembles that of many Democratic mayors recently elected to govern large urban cities in the US.
I still like Lost, thank you. I am already missing it...
Gandalf, no doubt. I know there are specific Baltimore references in the way Carcetti managed it, though. The same in-joke way they had Kurt Schmoke play one of the advisers to the former mayor in the previous season, when they were discussing de facto decriminalizing drugs.
